Tackling overheating in UK homes: a guide to Approved Document O

Approved Document O, effective from 15 June 2022, sets standards to limit overheating in new UK homes through passive cooling, controlled solar gain and ventilation, with compliance via the Simplified Method or Dynamic Thermal Modelling.

As the climate continues to warm, UK homes are increasingly vulnerable to overheating. This is not just about comfort: overheating can significantly affect residents' health and well-being, particularly by disrupting sleep. Recognising this, the UK government introduced new regulations under Approved Document O, effective from 15 June 2022, setting standards to ensure new homes are designed to minimise overheating risk.

Design requirements

Approved Document O emphasises designing homes that limit heat gains through windows and provide adequate ventilation to expel excess heat. The regulations address both high-risk and moderate locations. Key considerations include:

  • Noise and air quality: ventilation solutions must account for night-time noise and local air pollution, so windows can be opened without compromising comfort or health.
  • Security and safety: measures must address potential security risks and safety concerns such as falls or entrapment.

Mechanical cooling

While the regulations allow mechanical cooling systems, they prioritise passive cooling. Mechanical cooling should only be considered when passive strategies, such as ventilation and shading, cannot sufficiently cool the indoor environment.

Early design decisions

Overheating risk is best assessed at the earliest design stages. Building orientation, window size and placement, and shading are all far easier to change on paper than on site.

Compliance pathways

There are two main compliance options:

  • Simplified Method: provides specific design limits set out in Approved Document O.
  • Dynamic Thermal Modelling: based on CIBSE TM59, this offers more flexibility but requires advanced software and expertise.

Strategies for passive cooling

Reducing overheating without mechanical systems combines several strategies:

  • Solar gain limitation through orientation, optimised glazing areas, shading devices and the surrounding environment.
  • Orientation and design: placement and layout of windows and structures to maximise natural shading.
  • Glazing and shading: low-gain windows, deeper window reveals, and external shading such as awnings or shutters.
  • Environmental factors: landscape features or nearby structures that provide natural shading.
  • Excess heat removal through natural cross-ventilation and thermal control.
  • Thermal control: minimising heat loss from internal systems, especially in buildings with communal heating.

Compliance and reporting

Ensuring compliance involves a series of documented steps:

  • Compliance checklist: each new home must pass the overheating assessment, with detailed reports to local building control, using the checklist in Appendix B.
  • Documentation: the decision-making process and chosen compliance method must be recorded as clear evidence for building control.
  • Homeowner guidance: clear instructions must be provided on how to operate and maintain the systems designed to prevent overheating.
